Is it possible to back up physical machines with two different B&R consoles with the information provided above?

It's not possible to backup physical computer with 2 Veeam Backup Servers.
Could you provide the use case?

Use case: being able to create a weekly, full active backup of all physical machines and putting the data on tape; this is in addition to the daily incremental backups. In short, this would provide an air gapped solution.

You can accomplish the goal with agent backup policy and backup to tape job on a single backup server. It will not require several additional full backups.
