Does the cloud version also have ability to handle jobs to local backup storage?

Do you think the following solution is a viable one in our scenario?

We are planning a hybrid mix of backups with file based local backups for the quick to recover oops moments and cloud for just about everything else. We have one virtual copy of essentials sbs running on hyper V machine ( 1 socket). We have 15 users most of which would not miss the server for hours - possibly days in some cases.

It would be a clean solution to have just the one application providing all the backup tasks with some form of NAS or similar hardware giving us a local non critical backup storage. The oops moments would be recovered quickly from the NAS and the bigger disasters from the cloud.
