Respository Access Denied Issue

I have an interesting situation I've run into twice now with V12 after installing where the default c:\backup repository is giving an access denied error when i run a backup.
I didn't notice it both times on a fresh install on a windows 10 Backup system, but the c:\backup folder isn't listed.
If I try and create one, it says file or folder is open in another program. If I use DOS, or attrib or any other option (even remotely), the folder does not actually exist on the file system
Reboot doesn't help...its effectively as if the veeam installer created a backup folder as a reserved folder or device name and locked it and its literally impossible to use

The only fix is create a new respository and make it the default...but it sure seems like something in the installer itself is creating a broken folder...
when running the job, I see this in the logs.

Anyone else seen this....
