SQL SSL error during upgrade to VBR11

This is for Case # 05828020. I've recently attempted an upgrade from VBR10 to VBR 11 (Version 11.0.1.1261 P20220302). At the same time we also performed a migration of the Veeam databases from a local copy of 2008 R2 SQL Express to a remote version of SQL 2019 Standard. The first step to copy the databases over to the new SQL server on VBR 10 worked fine, however when the installation of VBR 11 was performed, it failed near the end of the upgrade.

When I checked the logs, including the BackupSrvLog.log file, it reports and SSL error communicating to SQL with an error from SQL "SSL Provider, error: 0 - An existing connection was forcibly closed by the remote host", which from what I am able to tell, means a failed SSL connection, but this was surprising because I was not aware that Veeam would require an encrypted connection to SQL server. It definitely will fail if that is the case because we don't have a certificate installed on our SQL server. I am wondering if Veeam VBR 11 requires an encrypted SQL connection. I get the same error when I attempt to connect to the database using a generic ODBC connection using the same credentials as Veeam but select to encrypt the connection, but the same procedure works if an unencrypted connection is attempted, so it does not appear to be caused by the SQL server.

Please let me clarify with the support team what was the outcome of the mentioned case. If the issue still persists, we need to have either the solution or the explanation of what makes the connection fail in your infrastructure.
