A question regarding licensing and SureBackup. We already license the Enterprise version of B&R/Backup Essentials for the hosts on which we backup/replicate VMs. If we want to use another separate host as the target for SureBackup Jobs (i.e. it runs the SureBackup VMs and Proxy Appliance), does that host need to have a Veeam license as well?

The product is licensed per physical CPU socket or VM of "source" hypervisor host (where protected virtual machines reside). Target for Surebackup jobs doesn`t need to be licensed.
