Ive read some reports that Veeam cannot correctly backup and restore a virtual pfSense.
Is this correct? What workarounds are recommended?

A pfSense VM would be treated like any other. Given it's an appliance it's going to backup the state at that point in time and a restore would bring it back to that moment. Generally with appliances (any Networking VSA like a NetScaler, NSX Manager, NSX Edge) the configuration should be backed up via its own mechanisms so that the VM its self becomes stateless. Logs etc can be sent to an external source to cover that side of things.
Personally, I've backed up many VSAs (pfSense included) with Veeam and had no issues...though I deployed via the ISO.
