Ending all Veeam process on the backup server should be all you need to do, however I would strongly recommend opening a support case to investigate the initial reason of this issue.

You cannot stop a Veeam job that is stuck in Stopping. Also, you will be unable to stop the Veeam Backup Service.
The only way to kill this is to bounce the server, unfortunately. I have never had success forcibly stopping a Veeam job, only gracefully stopping it.
When its stuck, the server is wedged. Reboot it.
