Veeam disaster migration scenario

Question about a disaster scenario. Let's say I have a Veeam B&R VM, with a remote SQL database, and the DB is completely destroyed and unrecoverable (unlikely, but for the sake of the scenario, it's done for). Can I rebuild a new Veeam server on a fresh new DB with only the configuration backup? What will be the final effects on this disaster migration?
