Having an issue where once a day an application that hits the rest Enterprise Manager RESTAPI will report a Connection reset. when it retries 5 minutes later it works.
the Enteprise manager rest api doesn't appear to be a IIS site, so i can't see recycling running, but is there any cleanup processes that would cause a daily (pretty much on the hour) denial of service?

That service is a self-hosted one out of C:\Program Files\Veeam\Backup and Replication\Enterprise Manager as default
You will notice there is a Veeam.Backup.Enterprise.RestAPIService.exe and a .config file (which hold the configuration values) - like with any of them you could turn tracing on if you need to in that config file if you need to get down to a request level
We use ours very heavily 24 hours a day, polling for changes/automation on our platform and don't see service crashes so might be worth checking out the RestAPI logs in C:\ProgramData\Veeam\Backup and logging a support ticket to see what they can tell you, R&D/the team there have been good with things like that I have logged previously
