Could someone please confirm?
Explanation in the manual is a bit ambigeous, as they talk about VM data only there:

This is especially important for NAS jobs that do a secondary copy to a dedupe appliance as you might NOT want the primary backup to e.g. a VHR be uncompressed as well.

Yes, it's respected for Unstructured Data Backup, including the secondary copy.
(For avoidance of doubt, just tested with primary backup to XFS and then secondary copy to DataDomain (VSA) and for sure the backup to Datadomain respected the Uncompress data blocks option)
