Hi,
what would be the best way to migrate agents from a current 12.3 VBR configuration to a fresh new VSA13 VBR setup, by using the migration proces to implement the Veeam Deployment Kit for hardened security ?

You just redeploy them anew from VSA, there's no migration of any kind really.
