Providing licence file during the upgrade process

Hello,

We had an issue while upgrading from 8.3 to 8.4. The installer failed mid-process with a generic "Installation failed. Endpoint handshake failed. Phase:CustomWorkflow".
The issue was fixed after reaching the support (#08117421) who suggested to re-run the installer without providing the licence file.

However, after a colleague told me he experienced the same issue during a previous upgrade, I asked the support agent whether skipping the licence step was a fix for our specific issue, or a general recommendation.
They responded with:
As a general practice, we don't recommend selecting any file during that particular step to let the upgrade proceed.
This response seems weird to me. The screen suggests that not providing a licence file will "install Community Edition":

Shouldn't the installer display a warning to not provide a licence file during the update if that's the case? Or skip this screen altogether?

I just want to double-check this is isn't a misunderstanding by the support agent and this behavior is expected.
And maybe suggest to update the installer in this case ;)

you could not supply a license during upgrade and after succesful upgrade supply the license file, but agreed, this shouldn't happen, the installed software would be same as far as I know, just not the same features enabled but you would fix that be supplying the license file after upgrade.

never ever provided a license and all went smooth for me so far.

From what I remember of the about 20 v7 to v8.x upgrades we did, some installations had this license screen pre populated with the curent/active license file, others I had to browse to the folder containing the copy of the license file. Never had the issue that the OP describes though.
