Looking through the requirements there is mention of Microsoft SQL and for the Reporting database PostgreSQL. I thought Veeam One only had a reporting database? Do I have to install PostgreSQL or can I continue with MSSQL?

There are two databases involved: one reporting database (PostgreSQL) and one monitoring database (MSSQL).
For this version, you need both of them.

ok, then how we need to backup this database.
I upgrade frome Veeam 12 (where i had scripts and tasks to dumb MSSQL DB o move to the other destination) to Veeam 13 ( i quess i need to dump this two databases, but i wondering what about dependencies between this two DB's)

PostgreSQL it is just a caching for Reporting. If you lose it, you can just connect to a new PostgreSQL, and the data will be populated again. It is good to protect surely as snapshot, etc. Because as soon as you change the database in the VONE WebUI to another server, even if you imported the database, we will not pick it up.
