It would be great to add this feature to VCF similar to what is in VCD - tenant administrators should be able to access this plugin in order to manage their backups

Can you maybe explain a bit more what you use and what you expect? With VCF, are we talking about vSphere with VCenter, ESXi, NSX... or are we talking about VCF-A (VMware Cloud Foundation Automation) because you mention VCD? In general, there are different ways and plans... in general, we expand the Web UI and Role Based Access Control (RBAC) was extended with the recent 13.1 release. Which options are missing for you in the 13.1 Web UI if you give a user access to specific resources?
