Hello,
I can see the restart is available on the Veeam host management for VSA and VIA but nothing about just "shutdown" them.
Is it possible to know the reason ? Is it related to DISA STIG ?
TUI is the only way to do it right ? (or hypervisor channel)

No, STIG has nothing to do with it. Yes, shutdown moved to the TUI, which you only reach from a physical or virtual console. Shutdown item in the TUI main menu and it asks for confirmation. A guest shutdown from the hypervisor works as well since the appliance runs open-vm-tools. I normally use guest shutdown, haven't had any issues so far.
