Is it safe and supported to upgrade/patch postgres from 15.12-1 to 15.19-3 (latest) for postgres?
WE have postgres installed but currently have a sql backend. Postgres was force installed by a past veeam upgrade or install and its my understanding that the patching of that software is not something that veeam includes. Id like to patch a few instances i have due to some flags getting hit with our security software and vulnerabilities but i dont want to break veeam obviously.

Yes. Minor releases within the same PostgreSQL major version are supported. The Veeam Backup & Replication V13 lists 15.x, so any 15.x build qualifies. Follow KB4386. You are right that Veeam does not patch PostgreSQL on Windows backup servers. That stays with you, same as for SQL Server.
