in what circumstances will synchronizing global cache from target occur ?
is there a way to monitor the progress of this sync proces ?

Most often it occurs after a global cache population and doesn`t take a lot of time.
You can find a corresponding message "Synchronizing global cache from target" in the backup copy job actions list.
By the way, what product version are at?
