NetApp shotshot offhost processing

Dears,
We have Vmware environment which we are trying to backup. The production storage is hosted on a Netapp storage and the backup repository is also hosted on another NetApp storage. The storage for backup respository is connected to Veeam server over iSCSI connection over weak Network i.e. 1Gbps. Also connection to ESX hosts is over network making this a network bottleneck for backups. Can we make use of snapshot technology to perform offhost backups directly from Netapp to Netapp storage.

Is the backup server playing also the role of backup proxy? If so, can it communicate with production storage over either FC or ISCSI?
