Paused backups

Anyone know why some of the jobs pause in the middle of their process? It doesn't happen all the time, but fairly frequently vm's will get to x% complete, then just wait, no network traffic at all, no CPU cycles, disk activity, etc. then they pick up anywhere from 2 minutes to 15 minute later and complete. This also occurs when there is no load. It isn't causing any issues at the moment.

Please clarify how many disks you have on the said vm and how the throttling option is configured on the repository? What's the status in the job log? Thanks!
