Suggestion email notifications

Global E-mail Settings tab under Options. We have these enabled with only the following two boxes checked:

* Notify on failure
* Suppress notifications until the last retry

This works well for our backups only alerting us if the 3rd retry fails. However this does not seem to work for backup copy jobs. We are notified upon the first copy job failure even though the second try is usually successful.
