I have several questions regarding Veeam:
In the event of a disaster, let's say that I lose everything (Configuration backup settings and the VM where Veeam is installed) except the backup of the VMs. In this case, when the configuration is lost, what is the procedure to restore the VMs?
How can I do the "Configuration backup settings" in Multiple sites? For example, I have three backups on different sites, but I can only do the "Configuration backup settings" on one site.
Is it possible to restore settings with an old file? I mean if I manually copy the settings file and save it to a location outside the network.

You should create a script which copy/send per mail your latest configuration backup to another location.
Anyway.... if you lost anysthing you install a fresh veeam and when creating a new repository based on the server/path you need to tick the checkbox "import backups".
