Can I use Veeam Backup and Replication as a disaster recovery solution for Oracle Instead of Oracle Data Guard.

Hi,
since we work at the VM level, what you can do is to replicate the Oracle VM as any other VM in veeam, plus leveraging VSS to guarantee database consistency.
