we are currently using veeam 8 Enterprise edition with support expiration date til 2018
are we eligible to upgrade to veeam 9 for free? and if so do i need to generate a new license to get the key ? or contact sales/support to get an upgrade key?

Correct, the upgrade is free, but you need to get a new license file through License Management Portal in the product download area (under My Account), or email licensing@veeam.com for assistance to get your new license file.
