MSP use case - what clients allowed to do in the console
When offering Veeam based Managed Backup Services to clients to documentation tells that "Allow this Veeam Backup & Replication installation to be managed by the service provider" needs to be ticked, since in a managed situation the provider is managing the Veeam deployment so as the backup jobs. link
SPC is great but put that aside for a second and let's say MSP has VPN connectivity to the client and login to the VBR deployment.
Found a thread from 2019 at Reddit discussing if client can run the VBR console.
"My response above was to the specific question in the original post. Indeed, OP would violate EULA by even opening the console, because his deployment is not managed by the MSP (as per "don't want to allow the service provider access to our VBR instance").
In cases when MSP *is* managing the deployment on an ongoing basis, the customer may indeed access the product - but only as long as such use is secondary to the MSP’s own use of the product. To answer your specific example, the customer adding a 7th server to a 6-server job set up and managed by the service provider does constitute "secondary use" to me."
Question here If I give rental licenses to a client and they tick that box in and I am managing their backup infrastructure, monitoring their backup jobs etc, but they can run the console and do a restore or add a new VM to a backup job, will that comply with the EULA - which does not describe the term secondary use and what tasks qualify as secondary use.

I remember that statement from my time as a service provider. It was somewhere in the Pro Partner Portal in a Policy Guide. I understood from it, that I could allow the customer use Enterprise Manager for Restores, but not giving him access to the VBR console. As soon as he is starting editing jobs and adding new agents, the service provider doesn't manage it anymore. Rental licenses are provided to our partners to allow them providing management services for their customers. Not for the customer to use it on his own.
To have a valid and official answer, I suggest to ask this question your Veeam representative from the Service Provider Program. The question is about our rental license policy. Here in the RnD forum we can help you on how to use the products feature.

Thx. Well Mr.Gostev was writing that part of the comment. I was talking to Veeam representatives and besides pointing to the documentation - which is really not clear - they know no exact answer. Enterprise Manager is an optional tool, so as SPC.

VCSP Program Guide states this:
"The VCSP partner’s customer(s) may use portals included with Veeam products for “self service”. In addition, if the VCSP partner is managing the deployment and operation of the licensed products(s) at the customer’s site on an ongoing basis, the VCSP partner’s customer(s) may access other product user interface(s). Such access should be complementarity to the VCSP partner’s own access of the product(s) to manage or protect customer machines."
