Fallback to on-premise environment
In the event of a total on-prem loss (fire/flood/theft etc), if I restored direct to Azure using B&R while the client rebuilt their on-prem servers, how would I then get them back on-premise from Azure? Can we use B&R for that or would we need to use Veeam Azure Backup and then restore them on-prem somehow?

You can use Veeam Backup for Azure or Veeam Agent for Windows/Linux to take a backup of those Azure VMs.
Then do a recovery of such backup to the on-premise environment.

So we need to purchase Veeam Backup for Azure as well as B&R? or buy enough licences to cover the number of Veeam Agent for Windows to do this with B&R?

Yes, if your customer is using socket licensing.
If you have a Veeam universal license (VUL), you are already covered. Our VUL can protect all on-premise and Azure workloads (either with Veeam Backup for Azure or Veeam Agent). After a complete recovery to Azure, you can revoke the licenses used for the on-premise machines and use them to protect the Azure machine.

Yes, to use the same VUL, you need to deploy "Veeam Backup for Azure" appliance from the B&R console.
When you do that, a new VM in Azure gets deployed with "Veeam Backup for Azure" installed. This appliance will be used to backup Azure VMs (or other supported workloads) to a new Azure Storage Account. In the B&R console, you can see backups on this Storage Account as an external repository. From there you can start recovery to the on-premise environment.

Awesome thanks, does this just leverage the native Azure backup or does it store it in a Veeam specific format?
Is it also possible to backup an Azure VM to a local repository or replicate locally if we wish?

I moved the comments about the fallback to a new topic in the Veeam Backup for Azure forum.
Backups of Azure VMs are done by using Azures snapshot technology.
1.) First the backup policy creates a snapshot of the VM.
2.) Then we mount the snapshot to a worker VM and store the content of it as a backup in our native format to Azure Blob
3.) You can use a backup copy job in Veeam Backup & Replication (VBR) to copy the VM from Azure Blob to any other by VBR supported repository
