The Hyper-V role, which was listed as a requirement for the Hyper-V off-host proxy in V12, has been removed in V13.

Also, the statement that it can only be assigned to physical machines has been removed. Does this mean that an improvement has been made so that the Hyper-V off-host proxy role can be assigned to a virtual machine without performance degradation?

I have clarified internally:
Veeam Data Platform v13, no longer requires HyperV off-host proxy to have the Hyper-V role installed, and as there is no need for nested Hyper-V anymore, the proxy does not need to be a physical machine for production use and can now be virtual machine now. Which was a specific limitation in the previous version.
Our documentation is accurate on that.

Off-Host Proxy
Off-host HV proxy is used to take the load off the source data processing overhead on HyperV node, including backup traffic itself, compression, encryption, etc.
So, it is now advised to use a VM in order to offload the possible additional processing overhead on a production host caused by backup procedures.

In the case of CSV (SAN) Storage, is a physical machine recommended for the off-host proxy since there is a requirement to access it?
Conversely, is it okay to enable the Hyper-V role on an off-host proxy(Veeam components conflict with Hyper-V features, etc.)?
In some cases, an off-host proxy on a physical machine may also be used as the Hyper-V host to restore to.

For CSV (SAN) storage, off-host proxy physical machine is recommended.
The proxy definitely needs direct SAN connectivity with read access to the storage LUNs, and a VSS hardware provider supporting transportable shadow copies must be installed.

Using the physical off-host proxy also as a Hyper-V host for restore targets is a valid dual-use configuration.
I will note, however, that using On-Host proxies remains our recommended configuration due to simplicity and reliability with On-Host proxies, but if resources are constrained during backup intensely, an Off-Host proxy may help alleviate some of the resource constraints.
