You cannot use the backup cache for the file-level backup job.
At least with "Veeam Agent for Windows 184.108.40.2060 - Workstation Edition", it would seem it does actually work after all. I've included some screenshots of my file level backup job settings, and the Backup Cache which worked fine from my hotel room yesterday, given there was no VPN to my network share back at home that's normally used for daily overnight backups. The next day, backups resumed fine, this is good!
