I've only found one 5 year old thread on this where people are disagreeing with each other:

I'd like to be clear on this should shit hit the fan at some point. Suppose my (single) Exchange server is hosed for whatever reason: Would restoring a recent application-aware backup of the VM be fine or is a recovery-mode installation still the best bet? I have successfully tested it with Surebackup but it would be nice to get a green light from Veeam support.

for green light from support, you need to contact support The forum is mainly run by product management.
The key factor is that the backup must be taken with application aware image processing. Then it works.
